Quick and easy way:
Include the files inside a ZIP or RAR archive. Burn the archive to disk
instead of the file tree. I'd suggest using no compression, so it's faster to
extract selected files.
Drawbacks: not as easy to access files
Obscure way:
Use the obsolete Romeo filesystem instead of Joliet. Since Romeo is a pretty
obscure format to find these days, you might have to search to find a program
that lets you author a disc in this format.
The last time I tried this (a couple years ago), the only software that still
supported Romeo was Adaptec EZ-CD Pro and NTI CD Maker Professional. EZ-CD
Pro was so old that it wouldn't even install, IIRC (being a 1995-era
application or so), but I was able to get NTI CD Maker Professional to work.
I authored a new CD-R disc in Romeo format, filled it up to 4.37GB (ignoring
the maximum of 700MB, of course), and wrote it to an ISO image. Then I burned
the ISO image in DVD Decrypter, and it worked fine. Disregard the fact that
you just made a DVD-sized CD image -- since it's still just an ISO9660
filesystem at heart it should work fine.
Drawbacks: supposedly you can't read Romeo discs in DOS; may violate DVD
standards; there's still a filename length limit, though it's greater than
Joliet's.
I've tried DVDs with ISO9660/Romeo on WinXP, Win98, and Linux and had no
problems reading the long filenames or accessing the files.
Hope this helps.
