I can't seem to get my aperture down below f/5.6... I'm sure it can go down
lower to at LEAST f/4.0, since I think I used that value once...

I'm using the 18-55mm lens that came in the kit...

Any ideas?

Maximum aperture varies with the zoom level F3.5 at wide angle to F5.6
fully zoomed.
