Not if it isn't defective and is seated properly. Double-check that it is
seated in the AGP slot evenly and firmly.<!-- ~MESSAGE_AFTER~ -->

well, here's the thing..

I reboot the computer, screen goes black. but the computer itself
appears not to be shut down temporairly, lights are still on. no boot
screen. can't even turn off the computer via power button or reset button.

I'm thinking maybe the video card is malfunctioning, but that doesn't
explain the power switch...<!-- ~MESSAGE_AFTER~ -->

It did on mine, just happened too!
The machine would just set and beep, pause, beep, pause, beep, pause, beep . . . . .
than after trying for 2 days the computer would boot into safe mode but not
finish a normal boot. I replaced the card with a PCI one and all is well.
So it looks like the G-450 (e-TV version) was the problem. (or AGP gone bad?)

This was a problem 'cause I couldn't select drivers on boot but if you can
try running all the drivers except your video card ones.
