You won't be able to fix the problem if you're dead.
First of all, get rid of the thermal pad and put Arctic Silver on both
the chip and the heatsink. Don't use any kind of metal tool on either
side. Use your fingernails and a bit of rubbing alcohol... get it
nice and clean before you put the Arctic Silver on. And then -- just
a tiny dab, smeared around to put a film on both sides. You don't want
it to widen the space between chip and heat sink, like mortar between
bricks... you want it to fill in the microscopic imperfections in the
surfaces, so chip and heatsink become as one, spiritually and in
accordance with the laws of physics.
Remove the cover from your case, for now at least. Turn a desk fan on
your board and CPU. Then, at your leisure, get one of those little
snips you can use to mod your case, get a big-ass 120mm fan, and get a
serious breeze going. Another thing you can do is buy a fancy thing
that looks like a model skyscraper, with really big fins and a heat
pump filled with colored, lighted fluid. They're pretty expensive,
though.
