Known bug, RAM being misreported, treat it as (RAM speed x 2) x 2.

390MHz is realistic for an OC of a 6800GT, Of course higher is possible,
but it is rare and not recommended to go higher than 10% over stock
speeds, unless you don't care if it just all and dies randomly.

If you think it's the PSU, I'd investigate that further, since the RAM
is actually operating at it's rated speed.
There are online "How much power am I using/do I need based on my
configuration" sites that you can plug in your equipment and get a
reasonable PSU requirement from it...here's a fun one...
