Silly question...
Does the power supply support P4? Do you have the aux power supply
lead plugged into the socket next to the cpu? Is the power supply
turned on? (sorry but I've done this myself more than once)
Check cpu to see that it is placed in the socket properly and the
orientation is correct. Next I would remove all of the cards including
the video card and try and power up. Next remove the ram and try and
power up. If it still doesnt start, remove the board from the case and
place it on a non conductive surface and try and power it up.If it
still doesn't work, board is probably dead.
Possible sources of problem:
Power supply is bad (power supply must support P4!)
Cpu is not seated or is in wrong direction in socket
Secondary power supply is missing from main board
One or more cards are bad
Ram is bad
