865PE-Neo2 with P4 2.4G not booting

I've built a machine with the following spec but it won't boot:

865PE-Neo2
Pentium 4 2.4Ghz 800FSB
2x 256 DDR PC3200 (PC400) Memory
FX5200-TDR 128M G/fx
80Gb IBM GX180 2M/7200

The D-bracket LEDs are all lit when I turn on pointing to Processor
problems. The Neo2 supports 800FSB and the PC400 memory or am I
mistaken!? Anyone got any suggestions please?

Try reseating the processor and make sure the p4 plug on the board is
plugged in.

Step one;

1. Take out your video card and boot up..<< Do you get any post at all? any
beeps? (should get 2 quick beeps and one longer one.. Lets start here..

There is no reason at this time to assume a bad cpu.. My exp, when you got a
badly seated cpu. 9/10 you got a "fried wafer" a badly seated cpu will
almost always "blow up from heat" As well, one has to be pretty darn stupid
not to be able to simply match up pins and seat a cpu correctly. However in
my years, I have seen such moronacy. (I did it once years ago with an AMD
cpu, I tried to force the cpu in the pins, ignorant that there was a few
bent pins, so I have as well been as stupid as a 3 dollar bill)

Please tell us you put your cpu in RIGHT.. I need hope that some people
these days are "half awake"

Have you verified your hw on another machine/ motherboard?

Again try step one, let us know how that went..

I've checked that CPU is seated properly twice now. Pins aligned and
no bent ones - all seems to be ok.

I took the g/fx card out but same thing happens - all red on the
D-bracket. Its not getting far enough to detect the graphics card.
Still complaining about the CPU. Anything else?

You tried to boot up WITHOUT the graphics card and NO POST WHATSOEVER RIGHT?

If this is the case, short the cmos jumper. First make sure you HAVE PULLED
THE PLUG OUT OF YOUR COMPUTER..

Then after the short, try booting up again WITHOUT YOUR VID CARD.

Let me know exactly what happens..

Have you remembered to plug into both power cables to the mainboard? Easy to
forget the second one...
