How come no AMD CPU specs?

How come AMD includes in their retail box very specific instructions for
mounting the CPU and fan on the motherboard but no multiplier or frequency
specs?

That is because everything is specified by the part number.

To see a sampling of processors, I like to use this page:

If you go to the amd.com website and download a processor datasheet,
there is usually an OPN decoder somewhere in the document. This
page has a small collection of them, and there are other sites on
the web with OPN decoders as well:
