ATI 9800 pro ALL IN WONDER hardware problem?

Ok, I've spent the last 4 hours messing with this. First you have to
follow the instructions in the manual down to the word just to get the
software installed (and who reads manuals!). Anyway, the problem is
my Bios looks like a foreign language when I have the ATI card
installed (strange characters all over the screen, bizzare special
characters, etc). Sometimes I will get strange red lines across the
screen and Windows XP pro usually freezes within seconds after
booting. The Geforce4 TI4200 works flawlessly (of course). Here is my
system specs:

Athlon 1800+
Gigabyte GA-7VRX (version 1.1) KT333 Running at 333mhz.
-(latest VIA drivers installed)
768MB RAM (1 512mb 400mhz, 1 256mb 333mhz)
AGP set to 4x and 256mb Apeture (tried 128mb and 2x as well)
400watt Power supply, brand new.

XP pro, completely current on updates.

I'm thinking its either some strange disagreement between the MB and
the video card, or its a bad video card. I'd love to hear from anyone
thats had (and hopefully fixed) a similar problem.

I have a 9700Pro AIW but it's in an Intel board, it has been stable and
problem-free. I would try the Rage 3D forums, lots of good knowledge there
and also ATI tech support, I called tech support about issues with the AIW
and my HDTV and they were very helpful.
