Is there any program out there that will allow you to set 3d settings for
each game independant of the in-game settings ? Thanks !

Can't you already do that with Catalyst Control Center? I know you can
do it with ATI Tray Tools.

Nope. ATI doesn't provide the kind of control Nvidia does in their drivers.

You can set up a Profile for each game you want. Link the profile to an
icon and have it change with a single click from the desk top. You can set
all 2d/3d settings, gamma, fan speeds, and anything else on the card. Some
3d settings will have to be edited in the settings file directly as the
Catalyst Control Center may not allow you to change the settings within the
interface. I have a profile set up for Crysis, as the 3d setting is a
little red in the dark areas for my taste, so I have set the red gamma to .9
and have the profile run at boot-up.
