AV49VN wont boot during OS install

I have just purchased an AV49VN and am having problems getting the OS
installed.

The system consists of::
Mother board: Shuttle AV49VN
CPU: Intel P4 3.06 GHz with Multi-threading
Hard drive: Maxtor 160 GB Ultra ATA/133 7200 RPM
Memory: 1GB PC3200 (2x512) DDR 400MHz
Case: Soyo Mid Tower with 350 Watt PS
CD: 32x CD-R
Video: S3 VGA - PCI
OS: Windows 2000 Pro.

I can boot the CD, partition and format the hard drive, and the install will
copy the files to the hard drive. When the system reboots during the
installation process, I see the bios screens from the video card and the
mother board but when it tries to boot the hard drive, I see the text
Windows startup screen with the progress bar at the bottom but then the
system hangs. I have turned off all caching and anything else in the bios
that I could think would cause a problem but It still hangs.

I'm hoping someone has some ideas.
