Athlon 64 or Intel P4 800mhz for quiet performance?

I was able to get a P4 2ghz to run very quiet at stock temperatures with
putting an 80mm fan on the stock heat sink, but I tried to do the same with
an old Athlon 1.2 Ghz and it runs a lot hotter so I had to try different
heat sinks (Artic Cooler 2 ) and fan to get is as quiet (less than 20db I
guess) but it still does run as cool as the stock HS&F.

I am thinking of upgrading to an Athlon 64 or P4 800Mhz but I want to try
to keep the PC quiet.
What CPU can run quieter at near stock temperature the Athlon 64 or the P4
800mhz and what is a quiet HS&F?
