When I press the power button the fan comes on. After 3 seconds a get
1 long beep followed by two short beeps. After about 9 seconds the
system powers off.

I have tried different memory sticks in all 3 DIMM slots. I have tried
a different 300 watt power supply, and have even tried another new
7VBA133U M/B. I have tried suspending the M/B from the case to check
for a short. All of these efforts produce the same results.

When I install the AGP Video card, I get no beeps and a power off
after 9 seconds.

SOYO Tech support recommended I return the board. I have a hard time
believing to identical boards have the same problem.

Any ideas?

DO this,
1. Test with a vga pci card.
2. Reseat the AGP card.
3. What is temp (if below 60degrees C, pull auto shutdown jumper on mb.
4. Possibly check firmware updates for a description of your problem.
5. Return the board.

Oh ya, do you have XP? You have to repair the windows files because it's
attached to an old system (activiation.)

This has happened to you with more than (1) board ??

I would suspect, in this order:

1. bad memory module(s)
2. bad power supply
3. corrupted bios chip
4. video card not seated properly (possibly bad slot?)
5. overheating cpu (faulty fan, no heat transfer material, etc....)

Please list your complete system specifications

I've had a similar problem 2 weeks ago, when I installed a new CPU
cooling fan. That fan was too slow (2250 rpm) for the board's FOC (Fan
Off Control), which shuts down the computer, if the CPU fan runs below
2500rpm. So I've had to temporarily connect a faster fan to the CPU
FAN1 connector (and connect the CPU fan to something like CPU FAN2!)
on the board, get into BIOS and disable FOC. Now the computer doesn't
shut down (but neither will he do if the fan really get's broken).

My System:
Soyo KT333 Dragon Ultra (black)
AMD Athlon XP 1800+
Arctic Cooling Copper Silent 2
