No BIOS Beep after power outage - Soltek SL-75KAV-X Series

Following a power outage yesterday my machine seems to have died. When
I power on there are no beeps, but the CPU fan starts running. There's
no output to the monitor, and none of the disk drives power up.

I've tried replacing both the power supply and the video card, but it
makes no difference. The board is a Soltek SL-75KAV-X Series, and has
been working fine for a couple of years.

Does anyone have any idea what the problem might be?

the CPU itself could be fried (the fan only means the power supply works.. a
