I have a Nokia 6310 and a USB bluethooth device on my PC. I've installed the
software that comes with the Bluetooth device, but the software does not
pick up all the services the Cell phone provides. Only some of the functions
gets installed.

The USB bluetooth device need to establish a "serial port connection".
You need to have that option enable.
