Have you considered Microsoft Academic versions of the software?

One place, www.educational-software.com

has Publisher 2003 for under $100.00, the list is $170.00.

And it is legitimate, licensable software.

There are other sites that sell Academic versions of the software as well.

I wouldn't touch it with a 10 foot pole. That thing will
crash on you for sure. It has hard-coded memory maps
in it that stopped being compatible after the 486s
went off the market.
