How much electricity could I save from replacing a 3.5" 7200rpm hard
disk with a 2.5" 5400rpm one?

Depends on your usage pattern and the disks in question.
Just read the datasheets of the disks.

Sure, but that effect is swamped by the other power use of the rest of the system.

In Australia you would save about $1 per year (9kWh) for every watt of
reduction in power consumption, assuming your drive spun continuously
during that time.
