That file is part of the registry, and not a file that you can replace
from the CD. It's unique for every computer, and even on that
computer it only represents a partial snapshot of the full registry at
that specific time.
This Microsoft KB article outlines the process involved in getting the
system to boot again:

Have you got Service Pack 1 on the system? There's a fix there for
some circumstances of repeated registry corruption.
Obviously you want to find the underlying cause of this issue, but
it's gonna be hard to troubleshoot when it's so intermittent.
