Excessive noise from Fujitsu-Siemens RX100 S3

Anyone got any ideas on how to reduce the noise from a Fujistsu Siemens
Primergy RX100 rackmount 1U server? It'm currently in a different room,
10m/10yds away and it's still significantly louder than the PC I'm
sitting next to.

First off, is there any way of controlling the fan speed using any
built in method, BIOS or or by software?

Failing that, are there any decent watercooling kits or extra quiet
fans for the RX100 S3 (or other 1U rackmount servers)?

Yeah, put it in a rack with a duct to the air conditioning return. You can
adjust the duct to pull as much room air through the system as necessary.
