Is this mobo USB 2.0 compatible? Any ideas?

If not, is there any way I can make it compatible.

I wanna buy a USB 2.0 HDD external case.

It's onboard USB is 1.0. If you want full USB 2.0 capability you'll need to use a PCI add-on card with USB 2.0.
