Tyler, I've had a similar setup attempt, with similar results to yours.
When I put the ALI card (a comp USA $20 special) into PCI 2 after installing
the ali software, it worked perfectly...as long as I had nothing connected
to it. It was found, came up as a separate USB controller (not mixed in
among the usb controllers). When USB 1.1 stuff was plugged in, it worked
perfectly. When I plugged in USB 2 things, they weren't recognized. When I
disabled the USB 2 controller, they came to life, as USB 1.1 things, of
course
I then swapped the modem and the ALI card. It works the same way, i.e. not
at all with USB2 things, perfectly with usb 1.1 things plugged in. What is
very different is that in device manager, the microsoft enhanced USB
controller is shown.
My conclusion is that there's either some incompatibility between the ALI
and the VIA chipset running the PCI, or that there's an ALI (or a VIA)
driver out there that hasn't been written yet that is needed, or that there
are gremlins in this world that I just don't comprehend. I know that the
last of those is true. I suspect that my KT7A Raid isn't going to provide
me with the ability to implement USB 2.0.

Here it is a week later. I gave up on the ALI card and bought a Belkin
F5U220 from a fellow on Ebay. It is in the first PCI slot -- the one
farthest from the AGP and closest to the ISA. XP found it perfectly and
after 2 reboots, it works perfectly.
What that says to me is that there's a problem between the ALI card and a
VIA based motherboard. Simple as that.
