I'm looking for an LCD monitor that can support a lower vertical frequency
and thus display slow frame rates. A "minimum" would be down to at least
23.976 Hz. Even lower would be better. It needs to have both analog and
digital (DVI/HDMI) inputs. I would be looking for something with a size of
1280x1024 in 19-22 inch or 1920x1200 in 22-27 inch.

All the monitors I have tried so far refuse to accept video with vertical
below 50 Hz or thereabouts.

There is an LCD made for just this purpose by one of the high end
companies but can't remember which one it is right now. The LCD costs well
over a grand though.
