Sounds like a fan failing, put a drop of heavy oil in the
bearing (behind the sticker) and start looking for a
suitable replacement fan.
Beware that if a fan is failing and you turn off the system
because of noise, having it quiet the next time will
eventually mean it is because the fan has totally seized and
overheating a system like this is bad not only for parts but
for the immediate downtime it will cause you. Better to
lube the fan now to buy some time... properly lubed and
relubed periodically a sleeve bearing fan can continue
running for several years, but due to the typical Dell
design in which the CPU is also cooled by the rear exhaust
fan, the safest bet is to buy a new fan but not another of
the same thing from Dell, since it has already demonstrated
it has a poor lifespan.
