I don't think that the heatsink is glued. It is held in place by two
flexible wires
(springs).
The thermal pad placed between the chipset and the heatsink may have
paraffin
or something like that in it, which results in connection specially when
cold.
The same thing happens to a P4 CPU and retail heatsink if you attempt to
remove it after operating it with the thermal pad for a while.
I don't know what benefit the springs have if the heatsink is glued to the
chipset.
I already have a fan mounted on a bracket blowing air to the AGP card as
well
as the chipset.
My only concern is that the chipset is not cooled as well as it could be due
to the
heatsink base not being perfectly flat.
