Where can I obtain a replacement drive belt for a CD RW that I prefer
not to replace? Thanks.

Electronics surplus and hobby shops usually have rubber drive belts of
various sizes (you can use them to build robot projects), but they
come in various sizes and returns tend to be difficult, so you need to
be sure of sizing. Some computer shops will stock such things, but
that's pretty rare.

RadioShack used to stock stuff like this, but they've been moving away
from hobby stuff for a while now. You're more likely to get a hit if
you check at a store that does in-house electronics repairs.
