I thought I'd post my experience here, hopefully it will help someone.

After 3 days of fighting with a very unstable system (random reboots,
unstable graphics, you name it!) I decided to take it apart and start
from scratch:

1. Of course I had forgotten to remove the clear blue plastic on the
CPU shime ... I wonder why in the world they don't make it more
visible.

2. I had obviously too much thermal paste on, it was all messy and
covering a good part of my CPU ... Cleaned that up with a soft tissue.

3. I removed the CPU and RAM, put them back.

4. Flashed the BIOS to the latest version.

The system booted without a problem and it is so far very stable
(12hrs and counting).

I also went and adjusted the fsb speed to 166mhz, still no hitch.

I have to say I was very doubtful any of the problems I had would be
solved by just taking these steps but to my surprise it worked! Could
be the outdated BIOS or the shime's plastic or an uncorrectly seated
RAM stick ... or a combination of all of the above.

Funny, my problem was the exact opposite. I didn't have enough thermal
compound. I kept having a CPU overheat shutdown with the thinner than
paper layer I put on it originally. I finally last week took apart the
machine, removed the default stuff and used Arctic Silver III instead.
When I did it first with the Arctic Silver, I used the same thin amount
and still had shutdown issues. Redid it using about 1-2 paper thickness
(the amount they recommended for a P4 with a shim, figured since this had
the copper shim, I'd use the same) using a spare Exacto blade to spread
the compound uniformly (didn't have it as uniform previously) and finally
got a stable system. Went from barely 2 minutes uptime to staying up for
about 8 hours while I did installs and such. Last check of the BIOS health
monitor was either 46 or 48C (memory is fuzzy on exactly which it was).<!-- ~MESSAGE_AFTER~ -->

For even better thermal transfer results, don't use the shim at all. Quite
safe to do so, so long as you seat the ICE unit on squarely. I have also
lapped the ICE base. I too opted for using Arctic Silver (just remember use
of such products voids AMD guarantee) and have also changed the standard ICE
sunon fan to a TT SmartFan 2, using a rear mounted potentiometer to control
the fan speed. My system idles (quietly) at 35 degrees. Rising to 43-44
under full load.

Well, considering that your warranty is void for the retail box if you use
anything other than the heatsink and fan provided with it, you're already
voiding the warranty by using the Shuttle heatpipe system. To quote: "This
Limited Warranty shall be null and void if the AMD processor that is the
subject of this Limited Warranty is used with any heatsink/fan other than
the one provided herewith". Might as well use a quality thermal compound
since it doesn't matter anyways once you start using the Shuttle heatpipe.<!-- ~MESSAGE_AFTER~ -->

I had very similar results doing exactly what you did, except that I also used
a quarter-turn criss-cross pattern when tightening the screws of the heatsink
into the motherboard. (The first couple of times, I think I tightened 'em all
the way at once, which made the heatsink sit at an angle, restricting heat flow.)

That was in March. Not a single problem since. VERY happy.
