I have all kinds of booting problems with this thing, which I know is
not unusual. Before I go into specifics, can someone please tell me
what the VIDD motherboard LED signifies? It is illuminated (green)
and nothing will persuade it to go out. I have searched the internet
for days and cannot get an answer.

You'll have to unplug the power cord to turn it off. Smile

A single LED on the motherboard usually mean standby voltage is
available.

If it's next to an AGP socket, the video card isn't compatible.
