I have an older 21" CRT monitor, an IBM P202. It has great image
quality, but there's a small scratch in the screen. It seems like
there's some kind of special layer or coating, and that's what the
scratch is in, either that or the screen is just a softer material
than in most CRTs. Is there any way to repair the scratch?

Taking a clue from your comment that it seems like there is some
kind of special layer or coating, it is quite likely there is an antiglare
(AG) coating on the face, to reduce first surface reflections. *IF* that
is the case, there is no practical method for repair - the coating is either
of a vacuum deposited thin film nature, or may possibly have been
sprayed on.
If the scratch is just in the glass surface, it could be polished out,
but
great care, and some experience in working with polishing glass or
stones is highly recommended.
Trying to polish out a scratch in an AG coating will only result in
removing
AG material next to the scratch & will most likely make the defect more
noticeable than ever.
Can't say that I've ever seen any kind of "liquid AG scratch repair"
kits ever available - if a sprayed on layer, I suppose something could
be established, but I suspect the market for such a kit would be quite
limited. Wouldn't hurt to try googling, though..... "scratch repair", eg.

HTH,
