I had never heard of one, but Google returned 15,400 hits
when I searched for: camcorder motion-detect

Many of the hits were for motion-detection software for your
webcam (as we have been suggesting).

a webcam will do it - it doesnt need to be on the internet to be of use to
you - it can record to your pc.
