Easier than rails possibly is either firewire or USB. For that matter you
could simply make a wooden storage frame out of bubinga or rosewood and then
enjoy the aesthetics with glowing LEDs.

It is possible to get a drive cage that sits in 3 5 1/4 slots and holds 4 3
1/2 disks (get two).
If the drive cage and your scsi card supports hot swap you can do as you are
suggesting.
