You could start by verifying the combination of hardware you're using.
For some reason, release 1.02 motherboard is listed for a 3.06GHz
processor with 512KB cache.

If the processor came in a retail box, it may have an order code and
the SLxxx number on it.
For example, this is a Northwood 3.06GHz, and the SSPEC is SL6PG.
This would be one that would use that "release 1.02" motherboard,
whatever that means.

The fact that the board is beeping, means some BIOS code executed.
Maybe what you've got is a Mobile or something ? Like one of
those sweet SL726 processors, which is intended for overclocking use in a
P4C800-E board. I don't know why you can still find those floating
around on Ebay. There must have been a pile of them sold at some
point in time.
