Can anyone provide a strategy for determining whether it is 1) the
burner, 2) the reading drive, or 3) the CD-medium itself which fails
periodically.

I burn my own CDs in ONE drive, then TESTS them through another, but
from time to time further readings through the TESTING drive will
fail.
So far, though, I have been able to read these through the BURN
drive.

Whether drives nor media are any particularly high quality, I believe.

Name the drives concerned. Certain brands of CD writer e.g. BTC perform
very poorly on some types of media, notably CDRW disc.<!-- ~MESSAGE_AFTER~ -->

Reading CD-R drive is some bamboo E-IDE CD-Rom, "52x /AKH"

Burning CD-R is PLEXTOR CD-R PX-W2410A

Medium at this time, being tried out, is Verbatim DataLife 48x Cd-R,
product no 43354/43355

Burning at 12 times.
Problem persists even at 1x (tried one single time)

Odds are the no-name reading drive is junk. Assuming the absence of any
other issue, the burner and the media are both of high quality. You could
try a firmware flash for the reading drive if you can find one; otherwise,
you may need to buy another one.
