hi there ok ive jumped on the intel bandwagon , i bought a p5e3
deluxe mboard and a Intel Core 2 Quad Q6600 Kentsfield 2.4GHz cpu
, i still need too choose the memory also,
But for now i need to pick a cooler fot this system , i
have a thermaltake armor case with window so i want good looking
cooler , i will be doing some OC'ing so i want one to handle that.

i am looking at rosewill rcx-z5 any better ideas?

I'm using a Scythe Ninja "Mini" and it's doing a really good job. I
bought the "Mini" because I wasn't sure about having enough room to
fit the full Ninja. I did buy a different fan than the one it came
with, dual ball bearing and somewhat quieter. My computer has been
running for about a half hour and my CPU temp. is 24 degrees
centigrade which blows me away. I'm also using Arctic Silver 5 which
I think is helping to make the difference.

Not unless Intel or your HS manufacturer screwed up getting the two
surfaces flat in the first place. If they did a good job there is
approximately zero of anything between the two, and thus the thermal
conductivity of whatever it is makes no difference at all.

Now back when HS blocks were apparently sawn and not smoothed afterwards

What are the ambient (room) and case temperatures?
