The reason is because the light level is too low.

Use Flash or increase the amount of light.
Try the camera outdoors in nomal sunlight.

You need to increase the shutter speed. You may not be able to do this
on automatic setting so change to either manual setting or Shutter
Priority setting. In manual setting, as you increase the shutter speed
you will have to increase the aperture to compensate for less light
getting to the sensors in the shorter time the shutter is open. You
should see an indicator in your view-finder which will show optimum
setting. In Shutter Priority Setting you just increase the shutter
speed and the camera will automatically compensate for aperture.

I forgot to add...also consult your manual which should have come with
your camera as it should explain these basic opperations. If for some
reason you don't have one then go to the Fuji site where you can
download one in PDF format. It can be handy having an electronic
version of it anyway.
