Good day:

Not sure I have the right group, but here goes.

I am looking for benchmark industry standards regarding the maximum
utilization level (e.g. %) at which CPUs, memory and other components
and metrics register a decline in system performance or
responsiveness. For example, if my server CPU is operating at 75% vs.
85% of capacity, will the response time be slower for any given
process?

Any web references you could provide would be very helpful.

That's a very complex question with no simple answer, since there's a lot of
different types of servers, amount of memory, cache, drives, server OS's,
server architecture, domain structure, server tasks OS's and dedicated, etc,
