The one you install your own, preferred fan in.
You can pay a premium for some company's relabled version of a
standard power supply, in which they substituted a different fan, or
just do it yourself and save $20-40.

One power supply with a lot of potential is an Antec Truepower 430W,
with the fans replaced by Panaflo L1A series in 80, 92 mm size. Or,
if you're handy with a soldering iron you might solder a few diodes or
a resistor inline with the fan lead, but the Panaflo fans are still a
little quieter per same airflow.

Similar mod can be performed on any power supply but the Antec or
similar is more easily done since it has 2 fans, with one being 92mm,
so lower RPM rear fan (the one that lets more noise escape the
chassis) can be used.

As for ready made PSU, Zalman redid a Sparkle/Fortron 400W that's
supppsedly pretty quiet, though again I'd just get the cheaper
Sparkle/Fortron version and swap the fan.<!-- ~MESSAGE_AFTER~ -->
