I just installed a new ata 133 and would like to verify that it is
working properly.

Is there any software that will do this?

What operating system?

If windows you might try HDTach,
and note the burst speed. For example, if it's above
64MB/s, it's at least in ATA100 or ATA133 mode. If above
~97MB/s it's in ATA133 mode.
