possibly locked?

My mate has a Athlon 2600+ and a Soltek 75frnl mb. He has the multiplier on
default and it displays 2600+ at bios. When we change the multiplier to
something other than default the computer will not boot and we have to clear
cmos. We tried even a multiplier of 5x and also 12.5x and both resulted in
hanging i.e. it will not post. Does this mean his cpu has a locked
multiplier?

Yes. But you may still be able to overclock of the BIOS allows you to
increase the FSB speed. Read the overclocking FAQ's that you will find
under a Google search.
