I own a system with a SOYO SY-5EMA+ V1.1 mainboard using a AMD K6-III 450Mhz
processor. If Windows XP is set to reboot after a shutdown the system
never reboots and sits with a blank screen indefinitely. The initial BIOS
screen is never displayed. The system will boot after a powerup. The CMOS
was cleared recently and the BIOS parameters were reset.

Is there any BIOS setting that may be causing the system to not reboot?

Did it work okay prior to XP? Did it work okay at first under XP and
then start failing after you applied a patch?

If either is true, it is more likely that it's a software (probably
driver) problem. As the OS shuts down, it has to unload the drivers
in sequence. At a given point, the screen goes blank as the video
drive unloads, but the system isn't fully finished yet. A driver that
is having trouble responding to final requests will hang the system
on shutdown.

Make sure you have the latest version of device drivers for everything.
