Generally no. Perhaps it would be better if you described
what your goal is, the reason for wanting to try to do this.
If you're just trying to block access from your kid's system
after a certain time for example, rather than a port
(physical jack) being disabled you can just disable for that
IP address, "IF" your router's firmware allows this setting.
If it does not, you would need to buy another router and
place it inbetween (Or replacing the routing portion of the
ADSL modem/router combo device) to gain this functionality.

Why is this important to force an incompatibility with XP?
