Sounds like what you need is a managed switch (normally a switch just gives
you a bunch more ports, but a managed switch can be configured). Plug the
switch into the router and configure its ports as desired.

The two routers I've owned had setups where one could enable or disable
ports. My kid used to use them to enable ports he needed for games.

I suspect his reference to ports means physical network
jacks not networking "ports", but hopefully he'll correct me
if this is wrong.

Generally no. Perhaps it would be better if you described
what your goal is, the reason for wanting to try to do this.

If you're just trying to block access from your kid's system
after a certain time for example, rather than a port
(physical jack) being disabled you can just disable for that
IP address, "IF" your router's firmware allows this setting.
If it does not, you would need to buy another router and
place it inbetween (Or replacing the routing portion of the
ADSL modem/router combo device) to gain this functionality.

Why is this important to force an incompatibility with XP?
There is sometimes more than one way to skin a cat, to
achieve the intented result through different methods.

Oh you're reffering to network (tcp/udp) ports ? (I thought you meany block
access to physical RJ45 jacks - whole different story)

In that case what your kid used was likely port forwarding or "virtual
servers" as the manufacturer calls it (just about every router has this
feature). This is not the same as blocking access to ports. To block access
it would need to have firewall capabilities (some models do but not all).

My belkin router has basic firewall capabilities which it calls "Client IP
filters". This allows you to block access from certain PCs and port ranges
between certain hours (e.g. block IP 192.168.0.3 from accessing port 123
after 12am). This sounds like what you want, if so then google or check the
manual for your router, it won't be hard to find if it has such a feature.
