re-start not working

Hi, thanks to this group I have solved the shutdown problem with my k7t266
pro2 and win 98se. It was the onboard sound which was re enabled after
flashing to 3.7 not being set up and causing a conflict.
I am still having problems with re-start. Every time I try to re-start my
computer windows shuts down but does not re-start and I get a message
"frequency out of range" on my monitor. This seems again like another bios
setting that needs resetting. Any Ideas which?
It seems most likely to be power settings, but I don't know what they mean.
