how to tie in to an ON Q panel

I have a new prewired home using an ON Q panel with cable (coaxial) and
telephone (CAT 5e) distribution system. The cable carries the broadband
into the house. The phone will only use two of the CAT 5e runs and I
would like to make the other 4 runs exclusively for Ethernet. There is
room and power in the box to put both the cable modem and the router.
Should I pull the wires out of the panel connections and put RJ45
connectors on them and attach them to a router? I am hoping the phone
company will bypass the panel connections and tie the phone lines in
seperately. Eventually we will be using voip or TWC's digital phone
system. I would like to have gigabit service.
Please advise.
