Well, first, just because you can 'set it' in BIOS doesn't mean it actually
does it. All my Intel mobos have multiplier settings too and not a blessed
one does a thing because Intel processors are multiplier locked.

Second, Intel does make a few engineering samples that are not locked and
those sometimes show up on review sites.

Lastly, what you 'heard' is essentially true for all practical purposes
because Intel isn't going to sell you an engineering sample.<!-- ~MESSAGE_AFTER~ -->

Like he said, rare engineering samples marked "Intel Confidential" sometimes
get out there. Here's an example of what a 2.0Ghz unlocked looks like.

I can do that with my MB as well. But the processor is still locked.

I've got an engineering sample P4 that is unlocked - I've set it using
many different multiplier settings (18x, 19x, and 24x). In fact,
supposedly the HT can be unlocked as well, but I haven't tried messing
with that (board it is in doesn't support in BIOS). The CPU-Z program can
even detect these processors, and labels them as "ES" with a range of
multipliers:
