I've got an engineering sample P4 that is unlocked - I've set it using
many different multiplier settings (18x, 19x, and 24x). In fact,
supposedly the HT can be unlocked as well, but I haven't tried messing
with that (board it is in doesn't support in BIOS). The CPU-Z program can
even detect these processors, and labels them as "ES" with a range of
multipliers:
