Momentary on/off has a locking circuit somewhere. Hadn't looked but I
always assumed it was in the PSU, but now I'm not sure. It could be on the
MB. And after thinking about it for a minute that would make sense since
some AT/ATX compatible MB's have a jumper to select for an AT or ATX PSU.
